Details of the rule change to the United States (US) International Traffic in Arms Regulations (ITAR) concerning dual and third country national (DTCN) employees. This rule change came into force on 15 August 2011 and removes the need to obtain prior approval from the US Department of State for transfers of unclassified defence articles to DTCN employees. To comply with the exemption, UK end user companies and consignees need to have a technology security plan and non-disclosure agreement (NDA) in place.
